no, they didn't.
they know their ####.
their blog contains a lot of (black) humor, irony, parody, etc. and this cover is used in this spirit.
furthermore, they have a copy of the penguin edition with ligotti's inscription, so I'm pretty sure they know what the real cover looks like.
but they are entertained by your idea that they didn't know what they're doing ;)
