"The Barnum Museum" and "Cathay" by Steven Millhauser. Both stories are much more about the titular places than any characters that may be mentioned incidentally. I'm sure he has written others I can't recall because he is rather good at this sort of writing.

A Perfect Vacuum & Imaginary Magnitude by Stanislaw Lem; the first is a collection of book reviews of non-existent books and the second is collection of forwards to non-existent (and occasionally impossible) books.

A little more offbeat, but there's quite a bit of non-fiction that can be read as fiction without characters. I enjoy a lot of Utopian works such as Plato's Timaeus and Critias in this respect; Tommaso Campanella's City of the Sun is my recent favorite because the city envisioned is so bizarre and impractical. And then there's pseudoscientific books that are entertaining when read with a suspension of disbelief: von Daniken's Chariot of the Gods, Velikovsky's Worlds in Collision, Julian Jaynes Bicameral Mind, Ouspenky's The Fourth Dimension etc.

Heaven forbid we forget our own Dr. Locrian, with such soon-to-be classics as "The Mindfulness of Horror Practice," "20 Simple Steps to Ventriloquism," and a new favorite of mine "The Indoor Swamp." This last one really does a great job capturing the sense of absurdity and emptiness that characterizes the world in which we moderns live. This, I find to be truly horrifying. Great job, Jon!
